Welcome and Announcements (Council)
The Mayor will welcome members of the public, Councillors, Honorary Aldermen and guests and will invite the Chaplain to say a prayer.

Declarations of Interest
Councillors will be asked to say if there are any items on the agenda about which they have a disclosable pecuniary interest which would prevent them from participating in any discussion of the item or participating in any vote upon the item, or any other pecuniary interest or non-pecuniary interest.
His Majesty's Lord Lieutenant of Essex will address Council and on behalf of the late Queen, Her Majesty Queen Elizabeth the Second, will present Letters Patent to the Mayor of Colchester, conferring City Status on the Borough of Colchester.

His Majesty's Lord Lieutenant for Essex, Jennnifer Tolhurst, presented the Letters Patent formally conferring City Status on the Borough of Colchester, on behalf of the late Queen, Her Majesty Queen Elizabeth the Second, to the Mayor of Colchester, Councillor Tim Young.
The Mayor responded on behalf of Council to thank the Lord Lieutenant and to welcome the conferment of City Status on the Borough of Colchester.
The Leader of the Council will propose the following motion:-
Motion A:-
(a) The name of Colchester Borough Council be changed to Colchester City Council with immediate effect;
(b) The Monitoring Officer be authorised to make the necessary consequential amendments to the Council's Constitution.

RESOLVED (UNANIMOUSLY) that:

(b) The Monitoring Officer be authorised to make the necessary consequential amendments to the Council's constitution.
