A petition is an important way for people to raise matters that are not otherwise covered by the complaints procedure

Any communication that requests a Council response to an issue of concern that affects all or part of the Borough is treated as a petition.

A petition must:

  • Have at least six signatories;
  • Be relevant to Colchester Borough Council, or to a matter that affects Colchester.

While we like to hear from people who live, work or study in Colchester, this is not a requirement for a petition. We would take a petition from people who may live outside of the borough but are visitors or service users of council facilities equally seriously.

A petition must include:

  • A clear and concise statement covering the subject of the petition;
  • A statement of what action the petitioners wish the Council to take;
  • The name, address and signature of any person supporting the petition.
  • Contact details, including the address of the Lead Petitioner.

Petitions will not be accepted if they are considered to be vexatious, abusive or otherwise inappropriate.

If the Council decides that a petition is not acceptable, then the Lead Petitioner will be notified of the reasons why this decision has been taken.

Our response

Our response to a petition will depend on what it asks for and the number of signatures received.

The Council's signature thresholds for petitions are listed below:

  • If there are 6 or more signatures the petition will be considered by the relevant Portfolio Holder, who may decide a response or who may decide to refer the petition to an Executive meeting;
  • 900 petition signatures are required to call a Senior Officer to account to the Strategic Overview and Scrutiny Committee;
  • 1,800 petition signatures are required to refer the petition to a meeting of Full Council for debate.

Keep our green open space to the Churchfields Avenue entrance to Lakelands, Stanway
Petition has closed and a council responder is preparing a response.


For over 10 years the land has been maintained, the grass has been enjoyed by children playing games, walking to and from school, people exercising and walking their dogs using the facilities provided and then from out of the blue, without public consultation, Reserved Matters planning applications for multi-storey flats/housing is revealed, blighting the entrance of a development we care about (COL/15/2817).

The Local Plan dated Oct 2010 should be upheld and the entrance land adopted as Public Open Space to be retained and safeguarded from any future development proposals.  The land should be planted with trees, shrubs and flowers amongst the existing grassland as per the approved landscape scheme within planning application COL/97/1428.

CBC Planning are requested to enforce the approved landscape scheme referenced above rather than continue with alternative applications for the parcel, named part of SR6 at the entrance to Lakelands, Stanway.
