2.1 Scrutiny Panel should consider whether the proposed 3 year contract term with the option to extend for a further 2 years provides sufficient flexibility for the Council’s upcoming disposals programme and the transition to the new Unitary Authority. They should also assess the rationale for delegating authority to the Deputy Chief Executive and S151 Officer, in consultation with the Portfolio Holder to award the contract.
