Taken together the roof and MEP findings indicate a clear and urgent requirement for capital investment to prevent further deterioration, reduce operational and maintenance risks and safeguard the building’s long-term use as a key civic asset. Cabinet approval is therefore sought to progress the essential repairs to the roof, key mechanical & electrical equipment and some minor redecoration works.

2.1 Scrutiny Panel are invited to consider the financial rationale for the capital spend of £4.5m as the maximum project budget for the essential repairs to the roof, mechanical & electrical replacement and limited redecoration to public areas. They should also assess the rationale for delegating authority to the Deputy Chief Executive and S151 Officer, in consultation with the Portfolio Holder for tender acceptance (once received), on the basis that the overall project budget (£4.5m) is not exceeded as set out in the attached Cabinet paper.
